What is Canadian Experience Class (CEC)?

The Canadian Experience Class (CEC) is one of the three programs managed by the Express Entry system, along with the Federal Skilled Worker Program (FSWP) and the Federal Skilled Trade Program (FSTP). It is one of the most important pathways in the Express Entry system, which is mostly intended for foreign nationals who have skilled job experience in Canada to apply for Canada PR.

IRCC launched the CEC program in 2008, which offers a dedicated pathway for skilled professionals to temporary foreign workers, as well as international graduates, to move from temporary to permanent residency in Canada. CEC is among the most considered choices for trained professionals because it emphasizes work experience in Canada and language proficiency more than education.

For the CEC program, recent international graduates and temporary foreign workers in Canada who have acquired relevant skilled worker experience in Canada apply for CEC. Any applicant currently residing in Canada as a temporary resident can apply for CEC even if they are currently unemployed. Work experience must be gathered while they are temporary residents in Canada. They must have completed 12 months of paid work experience in any roles listed under TEER 1, 2 or 3 occupations.

Canadian Experience Class Eligibility Criteria

Applicant must fulfill the eligibility criteria to apply for the CEC program in Canada

  • Applicants with prior work experience under the National Occupation Classification (NOC) skill level 0, A or B
  • Work experience of one year as a temporary resident in Canada
  • Language proficiency
  • Have at least one year of full-time job experience
  • Legally gained work experience in Canada
  • Eligible to enter Canada
  • Intention to live outside Quebec

How are the points calculated for the Canadian Experience Class?

Express Entry and Canada use the Comprehensive Ranking System (CRS) to assess points according to their eligibility. Candidates are given points based on certain factors, such as:

Who is eligible for CEC?

Applicants, who are eligible for a CEC, must have a Canadian work experience of at least 12 months of full-time or equal part-time work experience in Canada. The Canadian work experience must have been acquired within the previous three years from the date of application. The language requirement can be fulfilled in French or English with tests like IELTS or CELPIP. The minimum language requirement for Canadian Experience Class candidates is different for two different TEERs. For position classified:

  • TEER 0 or TEER 1, a minimum CLB score required is seven or NCLC 7 is required
  • For TEER 2 or TEER 3 categories, the necessary score is CLB 5 or NCLC 5
How is the one year of work experience calculated for the CEC?

An applicant can calculate their one year of work experience as 1,560 hours of work. An applicant can meet the 1,560 hours requirements in different ways, such as:

  • Full-time at one job: Up to 30 hours a week for 12 months. 1-year full-time job of 1,560 hours
  • Equal amount in part-time work: 15 hours a week for 24 months in 1 year full-time
  • Applicants can also work as many part-time jobs to meet the requirement
  • Full-time at more than one job: 30 hours a week for 12 months at more than one job- 1 year full-time (1,560 hours)

*Note: Self-employed and student work experience are not counted towards the minimum requirement of the program
